As Manager, Policy and Advocacy, Stephen oversees the IFLA’s engagement on the broader policy environment that determines libraries’ ability to achieve their objectives. The policy and advocacy team engages at global, regional and national levels in issues relating to access to information, copyright, development, internet governance, privacy, cultural heritage and preservation. IFLA as an organisation has engaged for many years in underlining the potential of libraries as a means of giving access to the Internet, as well as promoting an open and free Internet overall.

Stephen was previously responsible for copyright and access to information issues at IFLA Headquarters. Before this, he spent nearly eight years working in Paris for the UK Foreign Ministry, both on bilateral social affairs, and on a variety of issues in the Permanent Delegation to the OECD. He is a graduate of the College of Europe and the University of Wales, Aberystwyth.
