Jose Juan Haro is Telefonica’s Director for Latam Public Policy&Wholesale Business, responsible for coordinating the regulatory strategy of the company and leading the business unit that engages with other telecom operators in the region. Jose Juan joined Telefonica Peru in 2003, where he became Vice President of Strategy and Regulation and member of its Executive Committee. In 2011, he was promoted to his current position at the company headquarters, in Madrid. During the last seven years, he has been directly involved in spectrum auctions in several countries, license renewal negotiations, legal framework ammendments, tariff reviews and other regulatory processes dealing with issues as diverse as quality of service, retail pricing, assymetrical remedies, infrastructure deployment, number portability and internet regulation. In this period, Telefonica became the main player in the mobile wholesale business in Latam, with several deals closed with MVNOs and national roamers in Mexico, Brazil, Chile and Colombia. Prior to joining Telefonica, José Juan led the legal practice of Andersen Legal (formerly, Arthur Andersen & Co) in Peru, where he advised mainly in Competition and Regulatory matters. He holds a Master degree in Law (LLM) from the University of Chicago and a Lawyer degree from the Pontifical Catholic University of Peru (PUCP). He currently is Chair of the Chief Regulatory Officers Group (CROG) of GSMA Latin America” and Vice President of the Intramerican Association of Telecom companier (ASIET).
