Penelope Naas joined UPS in 2012 as Vice-President of EMEA Public Affairs. She is responsible for managing all the legislative and regulatory issues critical to UPS’s business growth in Europe, the Middle East and Africa.

Prior to joining UPS, Penelope served as the Managing Director for European Government Affairs at Citigroup, based in Brussels. She established the Citigroup Brussels office in June 2007, after joining Citigroup in April 2006 as Vice President and Chief of Staff in the Washington D.C. offices. Penelope has a strong background in international trade, previously serving as Director of the office of the European Union at the International Trade Administration of the Department of Commerce. In this role, she had responsibility for planning, developing, and executing strategies to obtain, maintain, and increase market access opportunities for U.S. companies in the countries of the European Union. She holds a Master’s degree in International Trade and Public Policy, and a Bachelor’s degree in Economics from the University of Michigan.
