The forthcoming Commission proposal for a Digital Networks Act (DNA) presents a unique opportunity to modernise, simplify and harmonise the regulatory framework governing electronic communications and digital connectivity infrastructure across the European Union for the years to come.

Building upon the European Electronic Communications Code and taking into account the existing market realities, the DNA aims to tackle the market fragmentation, the increasing red tape and regulatory burden that affect the telecommunication sector, as highlighted in the reports by Enrico Letta and Mario Draghi. The DNA is expected to play a central role in advancing the EU’s Digital Decade objectives by fostering innovation and investment in next-generation networks, including 5G and fiber, as well as simplifying and harmonising rules on spectrum management, network access, satellite connectivity and consumer protection; levelling the regulatory playing field; and improving the governance of the electronic communications market. With connectivity as the backbone of European economy and society, the new regulatory framework will be crucial for enhancing Europe's competitiveness, sovereignty and resilience.

The lunch debate is designed to gather an initial assessment of the DNA proposal and its expected impact on the digital ecosystem from various perspectives, including institutional, industrial and other key stakeholders.
