On 23 Feb. 2022, the European Commission presented its draft Data Act. With this draft, the Commission is pursuing the goal of making better use of data. From the perspective of the EU Commission, this would not yet be done to a sufficient extent to harness the full value-creation potential of data for the European economy. In addition, the Commission implies that much of the data is owned by a few players. The Data Act is intended to create legal certainty regarding the sharing and use of data.
